We provide our clients with the information needed to make difficult decisions on property conveyance through multidisciplinary resources, extensive experience, leadership in the field and a history of successful results. With an extensive network of projects throughout the United States, TPM is knowledgeable of federal, state and local regulatory agencies, and this knowledge allows us to identify and, if necessary, implement solutions to environmental problems that are both cost-effective and compliant with regulatory agencies. Our experience with regulatory agencies combined with our experience with industrial clients, lenders, insurers and legal firms provides a unique perspective in matters regarding technical and administrative issues.TPM has developed a systematic program to evaluate the potential environmental liabilities associated with the transfer of commercial and industrial properties. This program, which conforms to American Society of Testing Materials (ASTM) standards, proceeds through a phased approach.
Phase I- An initial Phase I environmental site assessment is performed to develop a site history of the property, evaluate current and/or past regulatory actions and determine on-site factors and potential impacts of nearby activities through a site inspection. The Phase I assessment identifies any issues which may present a liability to the client. Phase II- Based on the results of the Phase I assessment, a Phase II site investigation may be required in order to characterize and quantify potential contamination by means of sampling and analysis. This is performed through various technical approaches including soil boring, soil gas surveys, Hydro-geologic investigations, geophysics and laboratory analyses. TPM develops a specific approach to each individual type of property for evaluation of previous and/or current conditions that may have affected the environmental integrity of the site. Phase III -A Phase III consists of a comprehensive investigation with goals of fully identifying the nature and extent of contamination along with choosing and designing the optimum remedial program. A more critical aspect of site assessments is the determination of the cost associated with the remediation of a site. Since TPM designs and manages remediation efforts at a number of sites, its staff has the expertise to not only provide cost estimates but to actually implement remediation of petroleum products, organics, metals, pesticides, PCB's, etc. TPM Inc. can quickly determine the budget and timetable associated with bringing a facility into regulatory compliance and meet closure. Our experience covers all types of industrial, commercial and residential properties, and we have conducted extensive environmental compliance and management audits for a number of Fortune 500 corporations including meeting Federal EPA closure requirements. TPM has also become an expert in providing technical support and innovative environmental solutions (including in-situ bioremediation) to the petroleum industry. |
